January 16, 2021, Beijing
2020 is the year when China will build a moderately prosperous society in all respects and the final year of the “13th Five-Year Plan”. The textile industry has experienced ups and downs in the development process, withstood the test of the complex and severe international situation, and overcome the new crown epidemic Despite the severe impact caused by the pneumonia epidemic, we have made every effort to ensure the supply of important epidemic prevention materials, steadily promote the resumption of work and production, and support the stabilization of the national economy and social employment. At the same time, we insist on deepening transformation and upgrading, and move forward firmly on the road to building a strong textile country. In 2021, the new development cycle of the “14th Five-Year Plan” has begun. The international situation remains complex and serious. There are many risk factors derived from the new crown epidemic. The textile industry is in a stage of deep adjustment and transformation and must be brave enough to break through its own development. restrain, actively respond to and resolve various risks and challenges, strive to maintain stable and healthy development, and better serve the new strategic requirements of national economic and social development. Today, using the Chinatex Roundtable Forum platform, I would like to exchange with you some information about the development of the textile industry in 2020 and my views on the development priorities of the “14th Five-Year Plan”.
1. Overview of the economic operation of the textile industry in 2020
In recent years, the development of my country’s textile industry as a whole has been undergoing deep adjustment and transformation, focusing on improving the quality of development. stage, economic aggregate growth continues to slow down. Since my country’s macro-economy entered the “new normal” of development in 2012, the growth rate of operating income (main business income) of enterprises above designated size in the textile industry has shown an obvious step-like slowdown, and the growth rate of indicators such as total exports and fixed asset investment completion has It also shows a volatile downward trend. The COVID-19 epidemic spread around the world in 2020, triggering a world economic recession and shrinking market demand. The main operating indicators of the textile industry declined. Exports experienced unexpected growth against the trend, driven by masks and other anti-epidemic materials. Compared with previous years, the economic trajectory Significant changes occurred.
According to data from the National Bureau of Statistics, from January to November 2020, the industrial added value of textile enterprises above designated size nationwide fell by 3.1% year-on-year, operating income fell by 9.7% year-on-year, total profits fell by 8.6% year-on-year, and fixed asset investment completion decreased year-on-year. About 18%. Among the major categories of products, only non-woven products increased significantly, with a year-on-year increase of 14.4% from January to November; chemical fiber output achieved a slight positive growth after entering the fourth quarter, and the output of other products decreased compared with the same period last year.
Despite the year-on-year decline in total volume, there are still many positive performances in the economic operation of the textile industry in 2020:
First, the economic operation has bottomed out and rebounded. Since March, with the steady progress of domestic resumption of work and production, economic life has gradually returned to normal, and the growth rate of various operating indicators in the textile industry has shown a continuous upward trend. For example, from January to November, the growth rate of industrial added value of enterprises above designated size rebounded by 13.4, 3.6 and 1.5 percentage points respectively compared with the first quarter, first half and first three quarters of this year; from January to November, the sales profit margin of enterprises above designated size was 4.3%. Not only was it significantly improved from the 2.2% level at the end of February, it was also 0.1 percentage points higher than the same period last year.
Second, the domestic demand market continues to pick up. According to data from the National Bureau of Statistics, the year-on-year decline in retail sales of clothing, shoes, hats, needles, and textiles in units above designated size nationwide has gradually narrowed from more than 30% at the beginning of the year to 7.9% from January to November. Single-month retail sales have maintained positive growth since August. As online sales are more in line with the safe and convenient consumption needs under the epidemic, the sales scale has recovered more rapidly. By the end of July, the national online retail sales of clothing products had exceeded the same period last year, with a year-on-year growth of 5.9% from January to November.
Third, export competitiveness is steadily released. According to customs statistics, my country’s total textile and apparel exports reached US$291.22 billion in 2020, a year-on-year increase of 9.6%. The export scale is close to the industry’s best historical level in 2014. Among them, anti-epidemic materials such as masks and protective clothing have a prominent role in driving exports, accounting for about 25% of the industry’s total exports. This has caused changes in the export structure of the textile industry. Textile exports exceeded clothing for the first time, accounting for 52.8% of the total exports. %. The apparel export situation was relatively severe in the first half of the year, but in the second half of the year, with the restart of overseas economies, the advantages of the perfection of my country’s textile industry system and the stability of supply chain operations emerged, apparel exports gradually improved, and the decline in export volume narrowed to 6.4% by the end of the year. , the export volume has achieved positive growth in every single month since August.
Fourth, some links in the industrial chain performed well. Driven by epidemic prevention materials, the industrial textile industry’s economic performance continues to be good. From January to November, the industrial added value increased by 56.4% year-on-year, and the total profit increased by 218.6% year-on-year. The production and profit scale of the home textile industry have exceeded the levels of the same period last year. From January to November, the industrial added value and total profit increased by 0.3% and 21.7% year-on-year respectively.
2. The development foundation and situation of the textile industry during the “14th Five-Year Plan” period
Turnings and ups and downsimprove quality and production efficiency, and reduce energy consumption, water consumption and pollutant emissions. Accelerate research and development breakthroughs in key technologies for the recycling of waste textiles, improve the overall technical level, solve the technical bottlenecks that restrict the development of the waste textile recycling system, and enhance the added value and competitiveness of products. Promote the design and development of green fiber materials, green fabrics and other products, build green textile factories, and carry out pilot demonstrations of green supply chains. Plan and carry out work such as carbon emission-related measurement management and cutting-edge basic research on carbon neutrality to make useful contributions to my country’s goal of peaking carbon emissions before 2030 and achieving carbon neutrality by 2060. Establish a comprehensive industry service system that meets the needs of green development, improve the green standard system, and advocate a green and environmentally friendly lifestyle and consumption concept.
3. Develop high-end textile finished products and enhance the division of labor in the industrial chain and value chain. Strengthen the research and development and application of refined processing technologies in the entire industry chain such as spinning, weaving, nonwovens, dyeing and finishing, and sewing, and comprehensively strengthen the foundation of advanced and high-quality manufacturing industries. Integrate new materials, new technologies and domestic consumption upgrading trends to develop high-end textile products with high comfort, easy care, antibacterial health care and other functional and multi-functional composite products, high-quality natural fiber products with sensing, regulating and other functions Intelligent textiles continue to improve the quality and technological added value of clothing and home textiles. Vigorously promote the progress of nonwoven technology and composite material technology, and improve the advanced manufacturing technology level of industrial textiles; increase product development efforts in key areas such as medical and health, environmental protection, emergency and public safety, geotechnical construction, national defense and military industry, aerospace, etc. Expand the application space of fiber materials and make due contributions to ensuring national economic security and public safety.
4. Vigorously develop textile intelligent manufacturing, continue to optimize production efficiency and production models, and ensure the stable and safe development of the industry. Strengthen the application research and development of common key technologies in intelligent manufacturing such as industrial Internet, artificial intelligence, industrial robots, and big data, and solve key technical problems in key textile intelligent manufacturing equipment, intelligent workshops/factories, and intelligent service systems. Vigorously promote the construction of chemical fiber smart factories, unattended ring spinning factories, short-process spinning smart factories, weaving smart production lines, knitting digital workshops, printing and dyeing digital network factories, nonwoven smart factories, and clothing and home textile smart factories. Accelerate the development of textile intelligent manufacturing system integrators, form an effective innovation consortium, promote collaborative innovation of cross-field enterprises such as special equipment, automation, software, and information technology, and form an intelligent system where leading enterprises advance first and a large number of “specialized” enterprises deeply participate. Manufacturing and development ecology. Through breakthroughs in intelligent manufacturing technology, we will continue to improve production efficiency, optimize production processes, resolve the constraints of labor and other factor resources on industrial development, and ensure the stability and security of the domestic industrial chain.
The second is to adhere to deepening supply-side structural adjustment as the main line of development, strengthen the guiding role on the demand side, and promote the modernization of the industrial system.
1. Vigorously optimize the industrial chain structure and enhance the value creation capability of the textile industry system. Strengthen industry-university-research cooperation and cross-industrial chain integration and innovation, center on new textile materials, green manufacturing, and high-end textile finished products, strengthen the development and application of supporting products and key technical equipment in related industrial chains, and drive the upgrading of the entire textile industry system structure. Vigorously develop industrial textiles, improve material innovation, manufacturing upgrades and product development levels, strive to connect the cross-department application system of key products such as medical and health, geotechnical construction, and safety protection, expand application needs, and further increase the total fiber processing volume of industrial textiles proportion in . Combined with the trend of personalized development in the consumer market, relying on the innovative achievements of intelligent manufacturing, we will develop textile service-oriented manufacturing, improve the level of mass customization of clothing and home textile products, create an intelligent service platform that integrates online transactions and offline services, and broaden the textile industry chain. Value-added space. With the core foothold of integrating into the domestic macro-circulation pattern, we will promote the brand development of products across the entire textile industry chain, and proactively enhance our leadership and control over the consumer market based on excellent product research and development, creative design, manufacturing and supporting services. , to promote the development of independent brands to achieve new results.
2. Based on the deep integration into the “dual cycle” development pattern, we will promote the optimization and adjustment of the industrial regional structure. Continue to promote the transfer of the textile industry to the central and western regions. Based on the characteristic resource conditions of the central and western regions, we will continue to improve the industrial system, service supporting facilities and comprehensive investment environment to form a textile industry with an orderly division of labor and cooperation, efficient meeting of domestic demand, and support for new urbanization. layout system. Strengthen the advantageous role of industrial clusters in improving resource allocation efficiency, create a world-class pilot demonstration zone for industrial clusters in the eastern coastal areas, and promote the transformation and upgrading of emerging industrial clusters in the central and western regions. Adhere to a high level of opening up to the outside world, strengthen the integration and utilization of high-quality resources in the international supply chain, and obtain high-quality overseas resources such as technology, brands, channels, high-end manufacturing and talents through cross-border mergers and acquisitions, equity cooperation, etc.; while ensuring the domestic industrial chain, Under the premise that the supply chain is safe and controllable, suitable regions should be selected to steadily promote the international layout of manufacturing capacity, promote the optimal import and export of industrial resources, and achieve coordinated and mutually reinforcing development with domestic industrial layout.
