Recently, the “Implementation Plan for the Centralized Collection of Hazardous Wastes in the Three Major Dyeing and Finishing Control Areas of Shishi City” was issued, which included the collection, storage and transfer of hazardous wastes from 61 dyeing and finishing (washing) companies into the scope of the pilot, striving to use In one year, we will solve the problems of irregular hazardous waste management, untimely transfer, and high disposal costs, strive to achieve “daily production and daily cleanup” of hazardous waste, and gradually achieve the goal of standardized supervision of all types of hazardous waste in the centralized control area.
It is understood that the main gathering place of dyeing and finishing enterprises in Shishi City is in Shishi, among which the three major dyeing and finishing centralized control areas are Xiangzhi, Hongshan and Jinshang. Due to their early establishment, most enterprises in the area are small in scale, have low levels of hazardous waste pollution prevention and management, and have potential environmental safety risks. In order to improve the prevention and control level of hazardous waste pollution in centralized control areas and increase the rate of hazardous waste treatment, under the guidance of superior authorities, in accordance with the “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste”, “Measures for the Administration of Hazardous Waste Business Licenses” and other laws and regulations and relevant documents, the relevant departments of Quanzhou City have studied and formulated the above implementation plan.
It is understood that according to the plan, disposal units (enterprises) with the intention of piloting will go through the relevant procedures of environmental impact assessment and complete the project construction on the basis of understanding the base quantity of hazardous waste in the centralized control area. After meeting the conditions for hazardous waste collection, submit a pilot application to Quanzhou Shishi Ecological Environment Bureau. After an on-site inspection by Quanzhou Shishi Ecological Environment Bureau, one company was selected to carry out pilot work. Dyeing and finishing (waste) enterprises included in the pilot scope must sign a letter of intent or agreement with the utilization and disposal unit, and promptly entrust the collected hazardous waste to qualified units for utilization and disposal. It is strictly prohibited to transfer hazardous waste to unqualified units.
The pilot processing units (enterprises) should go deep into all aspects of the production and waste enterprises, provide technical support services, help the production and waste enterprises establish rules and regulations, and conduct relevant management personnel of the production and waste enterprises. Hazardous waste training to ensure the implementation of various rules and regulations for standardized management of hazardous waste. At the same time, we clean and transport hazardous waste for production and waste enterprises more than three times a week to reduce the inventory pressure of production and waste enterprises and try to achieve “daily production and daily cleaning”. </p
